Child Protection

The management and staff of the Abbey Health & Fitness Club ensure that everything possible is done to ensure a safe environment for children who use our facility.

We believe that every child has at all times and in all situations a right to feel safe and protected from any situation or practice that results in a child being physically or psychologically undermined.

Child Admission

All children under 14 years & non Swimmers must be accompanied and supervised by an adult (over 18). Children are under the Guardians care while in the facility. For Health & Safety reasons persons under the age of 18 are not permitted to use our Gym, Steam Room, Sauna, Jacuzzi or Plunge Pool.

National Guidance for the Protection and Welfare of Children

Key Terms

Mandated Person

Mandated persons are people who have ongoing contact with children and/or families and who are in a key position to protect children from harm. They include teachers, doctors, nurses, Gardaí, foster carers, youth workers and people working in many other professions (this would include a safeguarding officer, child protection officer or other person [however described] who is employed for the purpose of performing the child welfare and protection function of organisations offering services to children [this may include sport, fitness and leisure facilities]).

Mandated persons will be legally obliged to report child protection and welfare concerns to Tusla and help Tusla, if requested, assist them in assessing a reported concern.

Child Safeguarding Statement

A Child Safeguarding Statement is a written statement that specifies the service being provided and the principles and procedures to be observed to ensure, as far as practicable, that a child availing of the service is safe from harm. It also includes an assessment of risk of harm to a child while availing of your service and specifies the procedures in place to manage any identified risks.


As defined in the Childrens First Act 2015, means ‘in relation to a child –

(a) Assault, ill-treatment or neglect of the child in a manner that seriously affect or seriously affect the child’s health, development or welfare, or

(b) Sexual abuse of the child, whether caused by a single act, omission or circumstance or a series or combination of acts, omission or circumstances, or otherwise’.


As defined in the Children First Act 2015, means ‘a person –

(a) Who provides a relevant service, and

(b) Who in respect of the provision of such relevant service –

i. Employs (whether under contract of employment or otherwise) one or more than one other person to undertake any work or activity that constitutes as a relevant service,

ii. Enters into a contract for services with one or more than one other person for the provision by the person of a relevant service , or

iii. Permits one or more than one other person (whether or not for commercial or other consideration and whether or not as part of a course of education or training, including an internship scheme) to undertake any work or activity, on behalf of the person, that constitutes a relevant service’.

Relevant Service

As defined in the Children First Act 2015, ‘means any work or activity specified in schedule 1 {of that Act]’.

Relevant Person

Defined in the Children First Act 2015 is a person who is appointed by a provider of a relevant service to be the first point of contact in respect of the provider’s Child Safeguarding Statement.

Risk Assessment

As used in the Children First Act 2015, means ‘an assessment of any potential for harm to a child while availing of the service.

2. Nature of Service and principles to safeguard children form harm

We at the Abbey Health & Fitness Club provide group swimming lessons to children from 5 years of age and upwards, parent & baby swimming lessons for babies that are 12 weeks old to the age of 5 and we provide private 1-2-1 swimming lessons to children. We have in place a system where all our staff are Garda Vetted and have completed Safeguarding Level 1: Child Welfare & Protection Basic Awareness /STA Safeguard Children, Young People and Vulnerable Adults training prior to commencing employment with us at our facility. The Abbey Health & Fitness also has a CCO (Level 2: Club Children’s Officer) and a DLP (Level 3: Designated Liaison Person) in place to deal with and Child Safeguarding issue. All our staff delivering the lessons are all appropriately trained for the level of service being delivered. They are trained to the standard of Level 1 Assistant Swim Teacher or Level 2 Swim Teacher awarding bodies IWS/ STA/ Swim Ireland.

3. Risk Assessment

We have carried out an assessment of any potential for harm to a child while availing of our services. Below is a list of the areas of risk identified and the list of procedures for managing these risks.

As part of our recruitment process all staff must successfully pass the Garda Vetting process


Untrained staff in delivering teaching services

All swim teaching staff must successfully pass the Level 1 or Level 2 Courses in Swim Teaching awarded by IWS, STA or Swim Ireland.

4. Procedures

Our Child Safeguarding Statement has been developed in line with requirements under the Children First Act 2015, Children First: National Guidance for the Protection and Welfare of Children (2017), and Tusla’s Child Safeguarding: A Guide for Policy, Procedure and Practice. In addition to the procedures listed in our risk assessment, the following procedures support our intention to safeguard children while they are availing of our service:

Procedure for the management of allegations of abuse or misconduct against workers/volunteers of a child availing of our service;
Procedure for the safe recruitment and selection of workers and volunteers to work with children;
Procedure for provision of and access to child safeguarding training and information, including the identification of the occurrence of harm;
Procedure for the reporting of child protection or welfare concerns to Tusla;
Procedure for maintaining a list of the persons (if any) in the relevant service who are mandated persons;
Procedure for appointing a relevant person.

5. Implementation

We recognise that implementation is an on-going process. Our service is committed to the implementation of this Child Safeguarding Statement and the procedures that support our intention to keep children safe from harm while availing of our service.

This Child Safeguarding Statement will be reviewed on or before 24 months from the Creation Date or as soon as practicable after there has been a material change in any matter to which the statement refers.
